摘要:Collaboration between the Rwandan government, theUniversity of Rwanda, and local industry to develop anddeploy educator technology-integration professionaldevelopment initiatives neatly follows the Triple HelixModel[1]. However, in this Rwandan initiative a fourthcollaborative partner proved significant, theregional/global education community coordinated byUNESCO’s Regional Office for Eastern Africa. The ICTEssentials for Teachers’ Course was designed to exploit ablended-learning methodology, developed using OpenEducational Resources and deployed by locally trainedonline facilitators. This paper presents a model of howeffective collaboration between stakeholders can result inthe quick and cost-effective development and deploymentof educator training initiatives that are scalable.
