摘要:Using Joel Migdal.s state - in - society approach as a frame, this research aims to determine how the state relates with the civil society in the passa ge of the ordinance no. SP - 2191, which established the Quezon City Protection Center. This paper discusses the circumstances and situations that convinced the local government unit of Quezon City in includi ng the LGBT sector in the said ordinance. It also looks into the actions of the civil society organizations mainly Rainbow Rights Project, Inc., EnGendeRights and the Quezon City Pr ide Council that influenced the local government in the creation of the sai d ordinance and probes the processes and agreements necessary for its passage. Through the utilization of elite interview and analysis of secondary data, the study affirms that the passage of the said ordinance was due to the joint efforts of the concerned civil society and the state and that such relationship was considered as well - built and mutually advantageous. This state - civil society nexus thus has serious implications in governance and policy.
