摘要:Brazilian bicameral system is considered strong once combines incongruence with symmetry. Some degree of disagreement between the chambers is expected because of this, reinforcing the mutual control role of the system. A project must process by both houses to be approved. So, the system of conflict resolution in Brazil is strongly symmetrical: both chambers can initiate a project and have to be favorable for one of them to be approved. When the camera has partial disagreement with the project of the original camera (amendment or replacement), the final word fits the original camera. This article seeks to evaluate the role of the reviewer of the Senate, noting the destination and time in review of the projects initiated by the deputies who entered the Senate between 1999 and 2014. From these data it is possible to observe the Senators' strategy against the deputies in the legislative process, seeing the retention of projects that take place in this chamber.
