摘要:Project managers are always looking forward to seeing public projectsperform well. This involves finishing the project on time, within budget,meeting product specifications, meeting customer needs and requirementsand meeting management objectives. Despite the quest for project success, manypoverty eradication projects in Rwanda have continuously experienced timeoverrun, budget overrun, unmet product specifications, unmet customer needs andrequirements and unmet management objectives. The purpose of this study was toevaluate stakeholders’ involvement in project outcome through gathering andanalyzing the information on the level of involvement of stakeholders in the processof project cycle management (PCM). The study sought to assess stakeholder’sinvolvement in project identification, project planning, project execution and projectreview on project outcome. This study employed descriptive survey design. Thetarget population for this study was the various stakeholders in the WASH project inRwanda. Data was collected from a sample of 409 respondents. The primary datawas collected from the community members using a semi structured questionnaire.In addition to questionnaire, the other primary data was obtained through interviewto and observations. The researcher analyzed quantitative data using descriptivestatistics by applying the statistical Package for Social Science (SPSS V.21.0).Conceptual content analysis was used for data that was qualitative in nature oraspect of the data collected from the open-ended questions and the interview guide.In addition, descriptive analysis was applied to determine the relative contributionof each of the four variables with respect to project outcome. This study found thatstakeholders’ involvement in project initiation, planning, implementation, andreview contributed to project outcome. This study found that stakeholdersinvolvement in project implementation contributed most to project outcome (r =0.971) followed by project review (r= 0.681), then project planning (r =0.651) whileprojects identification (r = 0.571) had the least influence on project outcome. Thestudy recommends that enough funds and skills should be allocated to projects. Thestudy also recommends that the constituents should play a critical role in decisionmaking because they are the beneficiaries of the projects and know well projects arebeneficial to them
