标题：Estado, concesiones mineras y comuneros. Los múltiples conflictos alrededor de la minería en las inmediaciones del Santuario de Qoyllurit’i (Cusco, Perú)
摘要：Este artículo analiza los múltiples conflictos alrededor de la minería en las inmediaciones del Santuario del Señor de Qoyllurit’i (Cusco), foco de la peregrinación más grande de los Andes peruanos e incluida en la lista de Patrimonio Cultural Inmaterial de la UNESCO. Las organizaciones de peregrinos protestan contra la proliferación de concesiones mineras alrededor del santuario, mientras los miembros de la comunidad campesina, donde se ubica el santuario, son quienes han obtenido estas concesiones y desean explotarlas. Este conflicto desestabiliza la narrativa según la cual los conflictos mineros están articulados por una sociedad local opuesta a la minería y un estado pro-minero que la impone, mostrando que el conflicto que enfrenta a organizaciones de la sociedad civil local y regional involucra a distintas instituciones del Estado alineadas con intereses distintos y situadas en bandos opuestos.
其他摘要：This article analyzes the many conflicts which have arisen about mining on the outskirts of the Santuario del Señor de Qoyllurit´í (Shrine of the Lord of Qoyllurit´í), in Cusco, the center of the biggest religious pilgrimage in the Peruvian Andes, which UNESCO has declared to be part of the Intangible Cultural Heritage of Mankind. The pilgrims´ organizations have protested against the mining concessions near the shrine, while the members of the local peasant-farmer community are the beneficiaries of the concessions and wish to exploit them. This conflict challenges the commonly-held belief that such problems are characterized by a clash between local communities who are against mining and a pro-mining State which imposes it on them. This study thus shows how this conflict between local and regional organizations of the civil society involves different State institutions which represent different interests and opposing factions.
