摘要：O acolhimento de crianças e jovens no novo quadro legal. Novos discursos, novas práticas? A revisão da Lei de Proteção de Crianças e Jovens em Perigo, efetuada pela Lei n.º 142/2015, introduz alterações significativas no sistema de acolhimento familiar e residencial de crianças e jovens. Este trabalho desenvolve uma análise explicativa e crítica das novas disposições legais, procurando avaliar a sua adequação para diminuir a institucionalização das crianças retiradas aos pais, em favor da sua integração num ambiente familiar alternativo. Conclui-se que as alterações legais, mesmo sendo globalmente positivas, só produzirão resultados concretos combinadas com estratégias de intervenção que divulguem, apoiem e financiem de modo justo o acolhimento familiar, devendo adotar-se de imediato os procedimentos necessários à seleção e formação de novas famílias de acolhimento.
其他摘要：Foster care in the new legal framework. New speeches, new practices? The Children and Young People in Danger Protection Act, updated by Law No. 142/2015, introduces significant changes in the foster and residential care system, for children and young people. This work develops an explanatory and critical analysis of the new legal provisions, evaluating their suitability to reduce the institutionalization of children removed from their parents, in favour of an alternative family environment. It has been concluded that legal changes, even if they are overall positive, will have good results only when combined with strategies that inform, support, and fund foster care in a fair way. The necessary procedures in the selection and training of new foster families should be adopted immediately.
