摘要：Resumo O trabalho objetiva analisar o Brasil nos primeiros anos do novo milênio, especialmente a partir do primeiro mandato do presidente Lula quando uma controvérsia significativa se estabeleceu na literatura. Enquanto alguns afirmam que o período inaugurou uma nova fase desenvolvimentista, outros o caracterizam como uma continuidade das políticas neoliberais que se instituíram no final dos anos 1980 e início dos anos 1990. Com vistas a obter maior esclarecimento e algumas conclusões sobre esse debate, o texto integra a Teoria da Regulação (T.R.), a teoria evolucionária neoschumpeteriana e as proposições de política econômica do novo desenvolvimentismo. A partir desses estatutos teóricos, conclui-se que muitos dos problemas levantados pela Cepal e pelo novo desenvolvimentismo se expressam na forma de regulação dos últimos anos. Observa-se uma supremacia da forma de inserção do país no regime internacional que tem repercutido no desempenho da indústria e do progresso técnico, que se mantém frágil ao longo dos últimos anos.
其他摘要：Abstract The study aims to analyze Brazil in the early years of the new millennium, especially from the first term of President Lula when a significant controversy was established in the literature. While some claim that the period opened a new developmental stage, others characterize it as a continuation of neoliberal policies that were instituted in the late 1980s and early 1990s. In order to obtain greater clarity and some conclusions about this debate, the text integrates the theory of regulation (RT), the neoschumpeteriana theory and propositions of economic policy regarding the new developmentalism. Based on these theoretical statutes, we conclude that many of the issues raised by ECLAC and the new developmentalism are expressed in the form of regulation in recent years. We observe a supremacy of international integration that has influenced the performance of the industry and technical progress, which has remained fragile over the past few years.
