摘要:Environmental Impact Assessment (EIA), guided by Environmental Impact Statement (EIS) is mandatory for Brazilian projects, whereas the Strategic Environmental Assessment (SEA), aimed at supporting planning, is not mandatory in Brazil. In order to study tiering among decision-making levels in transportation planning, we selected the SEA report from the Rodoanel Program and the subsequent EIS of the South, North and East Sections. The objective is to analyze the strategic assessment of the Rodoanel Program in the face of the environmental impacts presented by EISs, in order to characterize tiering within transportation planning. The results show that some aspects of tiering were present – such as the focus of SEA in addressing environmental issues during the planning stage, the explicit relationship among the impact categories in EISs, and the effects of Rodoanel as foreseen by the SEA. However, the practice of tiering in the transportation planning of São Paulo is still limited and can be expanded.
