摘要：The aim of this study is to present an analysis of the performance of the Municipal Councils in the Northeastern Region of Brazil, taking as reference monitoring conducted by the Comptroller General of the Union (CGU - acronym in Portuguese for “Controladoria-Geral da União”) under the Monitoring Program for Public Lotteries. We sought to identify the potential flaws in the performance of these institutions in the monitoring of numerous public policies related to the health, education and social assistance areas. To this end, we examined the reports of the 61 municipalities scrutinized in the years of 2011 and 2012. Content analysis showed recurring problems concerning the performance of the councils, especially with regard to ensuring the implementation of public resources and the lack of training of counselors, which makes it difficult to reach the goals proposed.
