摘要：This article intends to analyze a change in the Public Civil Action Act that limited the res judicata effect of class decrees in the collective civil procedure to the territorial limits of the court´s jurisdiction, in the context of the Brazilian protection system of collective rights and its historic development. Based on this study, the main goal is to understand if this change means a progress or a threat to this specific procedural system.
