标题：La Política Internacional Subnacional: apuntes para la comprensión de sus condicionantes y alcances en Argentina The International Subnational Policy: notes for the understanding of its conditions and scope in Argentina
摘要：El análisis de la participación internacional de los actores subnacionales se ha concentrado principalmente en una descripción de las principales estrategias desarrolladas por los mismos. Sin embargo, en este trabajo se busca analizar otros aspectos de este fenómeno vinculados a las razones, condicionantes y motivaciones que han llevado a impulsar este accionar internacional, tomando al caso argentino de referencia. Para ello, la investigación se centra en dos planos, abordando en primera instancia los procesos externos e internos que inciden sobre el desarrollo y caracterización de la política internacional subnacional desplegada por estos actores, realizando una actualización frente a los análisis característicos centrados en la década del ´90; y en segunda instancia, planteando algunas de las motivaciones, aportes y limitantes más relevantes de este novedoso accionar. ABSTRACT The analysis of the international participation of the subnational actors has concentrated mainly on a description of the main strategies developed by them. However, this paper seeks to analyze other aspects of this phenomenon. Among them, the reasons, conditions and motivations that have led to promote this international action, taking the Argentine case of reference. To this end, the research focuses on two levels, addressing in the first instance the external and internal processes that affect the development and characterization of the international subnational policy deployed by these actors, updating them against the characteristic analyzes centered on the decade of the '90; and in the second instance, proposing some of the motivations, contributions and most relevant limitations of this novel action.
