摘要：As Egypt seeks to reposition itself in the international community, one strategy it has adopted is to import academic capital from other countries to bolster its own higher education system and enhance its internationalization efforts. Increasing demand for higher education and vocal government support may be alluring to potential partners; but repressive government policies and an uncertain political environment may make it a risky gamble for foreign universities.
