其他摘要:The new transferring system for public records from government organizations to the National Archives of Japan started in April 2001 based on the National Archives Law and Information Disclosure Law. However, it turned out that the system caused many problems. The power and authority of the National Archives of Japan are limited and the opinions of the Archives do not properly reflect to the results of the number of the records transferred to the Archives. Based upon the proposals issued by the Panel advising Chief Cabinet Secretary on national archival systems in June 2004, Cabinet Office and the National Archives of Japan have been tackling with the challenges of the records transferring system.
