摘要：O objetivo central deste estudo é analisar a legitimidade de formas disruptivas de ação coletiva em contexto de ampliação das oportunidades de participação institucionalizada no Brasil. Se, por um lado, a abertura de novos espaços participativos no sistema político pode ser considerada uma conquista importante dos movimentos populares, por outro, esse processo também pode contribuir para deslegitimar ações de protesto tradicionalmente mobilizadas por um conjunto de atores sociais com papel relevante na luta pela democracia. Metodologicamente, procedemos a uma revisão bibliográfica de temas e conceitos pertinentes à discussão e analisamos o material jornalístico. Além de apontar para a crescente tensão entre a abertura de novas arenas participativas no interior do Estado e a legitimidade do protesto, o texto também propõe uma reflexão sobre os estreitos limites dentro dos quais a ciência política brasileira tem pensado a noção de participação política.
其他摘要：The main goal of this article is to analyze the legitimacy of disruptive forms of collective action in a context of increasing opportunities of institutionalized participation in Brazil. If on one hand the opening of new participatory spaces can be conceived as a relevant achievement of popular movements, on the other hand this process has contributed to delegitimize protest actions that have been traditionally mobilized by certain social actors. The methodology of the research involved a theoretical revision of themes and concepts pertinent to the discussion and the analysis of newspaper material. Besides pointing to the growing tension between the opening of new participatory institutions inside the State and street protests’ legitimacy, we also propose an expanded notion of political participation.
