摘要：El presente artículo reflexiona sobre el papel de las políticas públicas de turismo en la promoción del desarrollo económico. El objetivo es verificar si la política de destinos inductores fue responsable de las transformaciones regionales en lo que se refiere al desarrollo turístico, sobre todo la generación de empleo formal en el sector de turismo. Para la investigación se utilizó el método de las “diferencias en diferencias” (DID) que posee una amplia aplicabilidad y se basa en el cálculo de una doble substracción entre grupos de control y tratamiento en los períodos anterior y posterior al proyecto. Los resultados encontrados demuestran que la inducción del desarrollo turístico regional esperado por el proyecto de los destinos inductores no fue alcanzada, pero en las variables analizadas se observó una mejora de los destinos inductores al compararlos con los demás municipios turísticos de Minas Gerais.
其他摘要：This article aims to reflect on the role of tourism public policies in promoting economic development. The objective is to verify in a factual way if the policy of inductive destinations was responsible for regional transformations in relation to tourism development, above all, the generation of formal jobs in the tourism sector. In the scope of this research, the "difference-in-differences" method (DID) was used, which is widely applicable and based on the calculation of a double subtraction between control and treatment groups in the periods before and after the project. The results show that the induction of the regional tourist development expected by the project of the inductive destinations was not achieved, however, in the analyzed variables, it was observed the improvement for the inductive destinations when compared to the other tourist municipalities of Minas Gerais.
