摘要：El objetivo del artículo es comprender las políticas de empleo implementadas por los gobiernos progresistas en Argentina entre 2003 y 2015, puntualmente aquellos subsidios destinados a fomentar el cooperativismo entre los trabajadores informales y los desocupados crónicos. La conclusión principal es que, una vez reconocidos los límites en la generación de empleo genuino en la industria, los gobiernos, durante este ciclo progresista impulsaron permanentes estrategias post-salariales para generar ingresos entre los calificados como inempleables. Hubo tres tipos de cooperativas financiadas y (o) creadas por el Estado: no-estatales, sintéticas y anfibias. El modelo cooperativo implementado durante este período fue una traducción de los emprendimientos colectivos autogestionados por los movimientos sociales durante la aplicación de políticas neoliberales en la década del noventa e inicios de este nuevo siglo. La metodología de investigación utilizada fue cualitativa: entrevistas realizadas en empresas recuperadas por sus trabajadores, con referentes de movimientos sociales, y funcionarios públicos.
其他摘要：The objective of the article is to understand the employment policies implemented by progressive governments in Argentina between 2003 and 2015. Specifically, the subsidies aimed at promoting cooperativism between informal workers and the chronically unemployed. The main conclusion is that, once recognized the limits in the generation of genuine employment in the industry, governments during this progressive cycle promoted permanent post-wage strategies to generate income for workers rated as unemployable. There were three types of cooperatives financed and (or) created by the State: non-state, synthetic and amphibian. The cooperative model implemented during this period was a translation of collective undertakings self-managed by social movements during the application of neoliberal policies in the nineties and the beginning of this new century. The research methodology used was qualitative: interviews conducted in companies recovered by their workers, with references from social movements, and public officials.
