摘要：The establishment of Territorial Partnerships as a method of international cooperation is an emergent phenomenon of the last decade. This process has been facilitated by the creation of forms of territorial governance that include all the local actors, in part due to the action of EU community programmes as well as to the spreading of a local development culture. Human Development Programmes implemented by UN ART Initiative have shown a great capacity in galvanizing these experiences in the ART GOLD Country Programmes, with the support of the ILS LEDA network. This article presents an ongoing integrated programme of territorial cooperation in Albania that is being supported by several local governments from Southern Italy, stressing the community links on which these partnerships are based, the tools for consultation that have been used and the critical issues that have emerged. A thorough analysis of the differences between traditional “decentralized cooperation” and “territorial partnership” introduces an examination of the Albanian case study.
