摘要：Article 1 of the 1933 Montevideo Convention stipulates that territory is one of the most important elements of a state. As a sovereign state, Indonesia has regions whose territory is characterized by archipelago. Maluku as one of the islands characterized by archipelago is the founder of the concept of island cluster development. The development of this island cluster, if utilized by the regional government to attract foreign cooperation, will be an opportunity to realize the goals of sustainable development (SDGs).
