摘要：the article examines the issues of administrative punishments for city planning offences in the Russian Federation. Construction offences oftentimes cause severe consequences. However, it is possible to prevent them through the improvement of administrative law. The authors research the legal components of administrative offences in construction. Several gaps have been identified that are related to non-system unspecific representation of offences which combines multiple behavior patterns formed at various construction stages of capital construction facilities. As a result of the study, several suggestions have been drafted, the implementation of which would promote both preventive measures and restraint of violations of law, primarily, on behalf of government officials.
