摘要：Smart specialisation is an industrial and innovation framework for regional economies that aims toillustrate how public policies, framework conditions, but especially R&D and innovation policies can influenceeconomic, scientific and technological specialisation of a region and consequently its productivity,competitiveness and economic growth paths. At the European Union level, smart specialisation has become aflagship policy and the EU has translated the principles of smart specialisation into operational elements ofregional innovation strategies (RIS3) and has claimed for differentiated approaches for the less developedterritories that are far from the technology frontier and lack the critical mass for R&D. Within this context, thepurpose of our study is to explore the challenges related to smart specialization in the less developed regionsand to shed light on the most recurrent policy recommendations that are responsive to their specific needs.
