摘要：The article describes the actual methodological issues of the economic mesosystem modernization based mainly on the region with the raw specialization and the oil and gas industries focus. The theoretical and statistical analysis of social and economic regional development during the last years is maintained. The unsolved problems in this area are identified, and anti crisis measures are suggested. The peculiarity of social-economical development of Tyumen region as the oil and gas exploration region and the directions of increasing the competitiveness of mesoeconomical system are determined. Suggested approaches can be applied for reforming the system of the regional governing, developing regional and social policies.
