摘要：Critical studies of the procurement process in Kosova, and comparisons with the bestEuropean and worldwide experiences, are a good base for developing an efficient procurementsystem. I conducted a Survey in the Office of Procurement. A particular part of the work has beendedicated to procurement procedures. Comprehensive Study of Procurement in Kosovo based onfacts and statistical indexes figured through statistical software SPSS, MINITAB, EXEL (highlightsauthor of study), created easiness in compiling of this study. Evidences proceeded at the programcreated possibility for real reflection in the procurement field, experiences, difficulties andproblems as well as Law deformation of Procurement Institution in Kosova. The objective of studywas double: First, focusing on empirical studies and few pioneer experiences in the field ofprocurement, in the years 2000-2006 which showed the reality of the situation - personalexperiences, failures and actions or events beyond their control. Second, based on research resultsand theorical/science achievements and positive experiences at the EU countries and worldwide inthe procurement field, to suggest Kosova Institutions concrete models, practical and functional ofKosovo procurement. In order for the research to become much more resultant and conclusionsmore objective, theorical science model and research base are laid down first. Due to this aim, thestudy is based on the method of direct interview. In the research are included 43 units ofProcurement in Kosova Questionary is followed by associated paper in regard to make it clear atinterviewers for object of research and ensure confidentiality of answers. In order to avoidproblems in the evaluation of answers given from canvasser, for any question one by one is definedthe manner of reporting of results. Compiled work of study is based on primary and secondarydata. Primary data are provided through data collection with survey from Procurement Entities,while, Procurement Law, regulations and Guidance as well as relevant Literature in the field ofProcurement have been used as secondary data.
