摘要：Arah pembinaan dan peningkatan kualitas guru hendaknya diorientasikan pada pembentukan guru efektif, yaitu guru yang mau dan mampu mendayagunakan segenap potensi internal maupun eksternal secara optimal (powerfull) untuk mencapai tujuan pendidikan secara maksimal Guru efektif akan berbeda dengan guru biasa. Guru efektif akan memberikan sentuhan yang relatif tepat sasaran dan lebih berorientasi pada membangun motivasi. Inilah yang membedakan guru efektif dengan guru biasa yang sekedar mengajar dan memberikan materi sesuai dengan kurikulum tanpa diiringi penerapan fungsi-fungsi personalitas guru itu sendiri.
