摘要:The article collects, summarizes and analyzes the statistics and dynamics of national dissertation studies on public administration in the period from 2015 to 2019 by several indicators. Among them are scientific degrees and specialties in public administration, spheres, levels and means of managerial influence, specialized scientific councils where they took place, levels of consulting and management of theses, their relation to the practice of public administration. The author has identified a number of positive trends. Increasing numbers and a marked predominance of this state-level research. Increased work on solving problems and problems of state formation. There was a variety of topics. We have found an increase in the practical direction of theses. Decrease in the number of broad-based public policy studies. Duplication by topic has decreased. There is a significant decrease in the percentage of non-core counseling for doctoral theses and guidance for PhD theses. The work of the new specialized scientific councils has been intensified. Maintaining the leadership of the National Academy of Public Administration under the President of Ukraine and its regional institutes of public administration for most of the indicators considered. At the same time, there are still some manifestations of low quality of dissertations. The principle and professionalism of specialized scientific councils should become the norm of daily activity. We are encouraged to limit the work of councils to one meeting per month to increase the level of expertise. It is necessary to introduce a mechanism for returning the dissertations by the decision of the collegium of the Ministry of Education and Science to a specialized academic council to correct the shortcomings. Establish a requirement for re-protection of such works within a year. In order to increase the level of connection of dissertation research with the practice of public administration, the author recommends choosing the topic of dissertations in relation to the perspective plans of legislative work, forecasting and strategic planning, and state programming of development of public spheres, industries and territories.
