摘要:Ukraine's integration into the European Union requires reform of the socio-cultural sectors, as well as healthcare. This is due to the inconsistency of the level of health services with the requirements that apply to them in the context of the functioning of the European healthcare system. Due to lack of budget financing, public medicine in Ukraine is not able to perform its functions qualitatively, and therefore the problems of finding additional sources of financial support for health care institutions are extremely relevant today. The article examines the peculiarities of the international experience of financing health care reforms, as the health indicators of the citizens are a general characteristic of the level and quality of life, an index of the social, cultural and economic development of society as a whole. The level of national security of the state is directly related to health care reform. It is emphasized that the health care costs of European countries are one of the key indicators of the level of social development and a reflection of the state and society's attention to the health of citizens. It is determined that the level of national health care expenditures is a relative value calculated as the total amount of public and private health care expenditures during the calendar year. The analysis shows that in foreign countries, national health care expenditures are also covered by external borrowings, grants and donations from international institutions and non-governmental organizations. The main problems of financial support of the healthcare sector are considered and ways of their solution are given, taking into account the models of financing of this sphere in foreign countries. At the present stage of development of the Ukrainian health care system, state and local budgets remain the main source of financing, but they are not yet able to ensure its proper functioning, which requires urgent decision-making using existing best practices of foreign countries.
