摘要：El proyecto de Palacio para el Congreso Nacional seleccionado por un concurso internacional en 1895 fue rediseñado en función de acentuar el carácter majestuoso a través de un revestimiento en piedra. Ninguna ley avaló el incremento del presupuesto para la nueva versión. La obra se inició financiada a través de las partidas anuales del presupuesto nacional previstas por una ley anterior a la sustanciación del concurso. El desajuste financiero y las difusas formas de control de desarrollo de la obra pública (aún sin protocolo administrativo) imprimieron un ritmo demasiado lento a las obras y una consecuente sospecha de corrupción en la opinión pública. La imagen del edificio circuló tanto en la retórica de la grandeza y futuro de la Nación próxima al Centenario de la Revolución de Mayo como en el de la escandalosa dilapidación de los fondos públicos y de la estafa. Este trabajo revisa el período hasta la muerte del arquitecto Meano, su proyectista y director, en 1904.
其他摘要：The project for the National Congress Palace, selected by an international competition in 1895, was redesigned with the addition of a stone cover in order to accentuate its character as a majestic building. There wasn´t any new corresponding law for the budget increased by the final costs of the last versión. so, building works were initiated according with the annual budget shares provided by law prior to the substantiation of the contest. The financial disorder and the diffuse control of public works construction progress (even without administrative protocol) seted an too slowly pace to the construction and gave rise a consequent suspicion of corruption among public opinion. The image of this building was taking place in different rhetoric senses: the greatness and future of the nation next to the Centennial of the Revolución de Mayo as well as the scandalous overspending of public funds and fraud. This paper reviews the period until the death of the architect Meano, its designer and director, in 1904.
