摘要：Caso fosse possível marcar sobre um mapa-múndi o movimento gerado pelas trocas internacionais de informação, emergiria da atual profusão de fluxos a imagem de um mundo sem fronteiras. Para a comunicação, isto não significa que todos falem o mesmo idioma, tenham o mesmo grau de acesso à informação ou condições semelhantes de mídia. Na heterogeneidade de espaços e circunstâncias evolui a Comunicação Internacional: à mútua influência, ao alcance indefinido e à apropriação facilitada contrapõem-se dilemas e problemas, dentre os quais o equilíbrio no fluxo das informações. Para abordar tais questões, este artigo recupera textos preparados por especialistas e pela assessoria técnica da Unesco para a Comissão Internacional para o Estudo dos Problemas da Comunicação, a maioria datada de 1978-1979.
其他摘要：If it were possible to mark on a world map the movement generated by the international exchange of information, it would emerge the image of a world without borders. In the area of communication, that does not mean that everybody speaks the same language, has the same level of access to information or similar conditions of media. In this heterogeneity of space and circumstances evolves the international communication: mutual influence, indefinite scope and facilitated appropriation contrast with dilemmas and problems, like the balance in the flow of information. To address these issues, this article recovers articles and reports written by experts and the technical body of Unesco in order to subsidize the International Commission for the Study of Communication, most of them dating from 1978-1979.
