摘要：En el trabajo se realizó una sistematización crítica de la estrategia medio ambiental seguida por el gobierno cubano en función de la reducción de riesgos que pueden afectar la población, la economía, los recursos naturales y las instituciones educacionales, y con ello la seguridad nacional. Se ofrecieron normas de conductas a seguir por los escolares antes, durante y después de ocurrido uno de estos eventos de gran intensidad. Se incluyen orientaciones prácticas para la elaboración del croquis de riesgos, y del plan para la reducción de desastres, así como variables e indicadores para declarar una escuela segura. Como principales métodos de investigación se utilizaron el análisis-síntesis e inducción-deducción, el análisis y crítica de fuentes y el Hermenéutico Dialéctico, lo que permitió la determinación de dimensiones e indicadores para declarar un centro de la Educación Primaria Seguro. Constituye principal intención de los autores contribuir a la formación inicial y continua de los estudiantes de la Licenciatura en Educación Primaria, así como docentes y directivos de las instituciones educativas.
其他摘要：In this paper a systematic review of environmental strategy followed by the Cuban government in terms of reducing risks that may affect the population, economy, natural resources and educational institutions was performed, and thus national security, given the occurrence of events of natural, technological and health origin, generating disasters. Rules of behavior offered to follow school before, during and after the occurrence of these events of great intensity. Practical guidelines for the preparation of sketches risks and plan for disaster reduction are included. The main research methods analysis-synthesis and induction, deduction, analysis and review of sources and the Hermeneutic Dialectic, which allowed the determination of dimensions and measures to declare a center of Primary Education Insurance, were used. It is the main intention of the authors contributing to the initial and continuing training of students in the Bachelor of Elementary Education, and teachers and administrators of educational institutions.
