摘要：O objetivo deste trabalho é analisar o planejamento e a execução da coordenação interorganizacional no âmbito das Operações de Paz da ONU, elegendo a Missão das Nações Unidas para Estabilização do Haiti - MINUSTAH como caso de estudo. Nesse escopo são destacados os aspectos mais importantes da interação civil-militar, bem como são elencadas as principais lições aprendidas. Para a consecução desse objetivo foi visitada a bibliografia disponível e foram sintetizadas as experiências pessoais dos integrantes do GT 16. Para uma melhor compreensão do assunto é abordada a evolução das operações de paz sob a égide da ONU com ênfase no perfil de desdobramento atual, que contempla diversas estruturas civis permeando as missões. Ressalta-se ainda a presença marcante de outros atores com diversas atribuições e vocações em meio ao ambiente de pacificação. Ao se eleger a MINUSTAH como objeto de estudo é possível analisar a interação dos militares, em particular dos brasileiros, com o amplo espectro das organizações civis que atuam no Haiti. Dessa interação interorganizacional que já acumula mais de oito anos, muitos ensinamentos são colhidos e os mais importantes reverberam no texto a seguir. Esse produto, além de proporcionar uma melhor compreensão do desdobramento atual das missões de paz, dá recorte aos aspectos de maior relevância e que devem ser considerados no preparo das capacidades militares destinadas a esse tipo de projeção de poder militar. Pode-se assumir a importância do assunto ao considerar que o Brasil aumenta a sua estatura na comunidade internacional e que, sem dúvida, experimentará um aumento sensível de suas responsabilidades para com ela.
其他摘要：The aim of this paper is to analyze the planning and implementation of interorganizational coordination within the framework of UN Peace Operations, electing the United Nations Stabilization Mission of Haiti - MINUSTAH as a case study. In this scope, the most important aspects of civil-military interaction are highlighted, as well as the main lessons learned. In order to achieve this objective, the available bibliography was visited and the personal experiences of the members of WG 16 were synthesized. For a better understanding of the subject, the evolution of peace operations under the aegis of the UN is emphasized, emphasizing the current unfolding profile. contemplates various civil structures permeating the missions. It is also emphasized the remarkable presence of other actors with different attributions and vocations in the environment of pacification. By choosing MINUSTAH as an object of study, it is possible to analyze the interaction of the military, particularly Brazilians, with the broad spectrum of civil organizations operating in Haiti. From this interorganizational interaction that has accumulated more than eight years, many lessons are learned and the most important reverberate in the following text. This product, in addition to providing a better understanding of the current deployment of peacekeeping missions, provides insight into the most relevant aspects that should be considered in preparing military capabilities for this type of military power projection. One can assume the importance of the subject by considering that Brazil is increasing its stature in the international community and will undoubtedly experience a significant increase in its responsibilities towards it.
