摘要：Recibido: 15 de abril del 2019 Aprobado: 1 de junio del 2019 La presente investigación tiene por objetivo analizar los sistemas normativos locales de uso y acceso al agua en la Comarca Lagunera, contemplando las modificaciónes al Artículo 27 Constitucional de 1992 y la Ley de Aguas Nacionales, observando los efectos de los sistemas normativos locales sobre el proceso tendencial de concentración del agua para riego. Se entrevistaron actores institucionales y rurales de la región y comisariados ejidales del módulo de riego XIV, encontrando: 1. Acuerdos ejidales configurando sistemas normativos locales resguardando recursos productivos y 2. Una estructura de rentismo entre los propios ejidatarios en sus ejidos. Características similares del área estudiada con el resto de la Comarca Lagunera sugieren una situación generalizada. La escasa información regional sobre sistemas normativos locales y concentración de recursos productivos entre ejidatarios, sugiere la pertinencia de profundizar el tema en otras regiones rurales e indígenas de la República Mexicana, así como sus consecuencias sociales y ambientales.
其他摘要：The objective of this research is to analyze the local normative systems of use and access to water in the Comarca Lagunera, contemplating the modifications to the 1992 Constitutional Article 27 and the National Waters Law, observing the effects of the local normative systems on the trend process of concentration of water for irrigation. Institutional and rural actors of the region and ejidal commissariats of the XIV irrigation module were interviewed, finding: 1. Ejidal agreements forming local regulatory systems protecting productive resources and 2. A rentier structure among the ejidatarios themselves in their ejidos. Similar characteristics of the area studied with the rest of the Comarca Lagunera suggest a generalized situation. The scarce regional information on local regulatory systems and concentration of productive resources among ejidatarios suggests the relevance of deepening the issue in other rural and indigenous regions of the Mexican Republic, as well as its social and environmental consequences
