摘要:The Finnish Land Use and Planning Act was renewedin 2000. Since then the forms and methods ofpublic participation in land use planning have beenunder debate. So far the practical implementationof public participation has been ambiguous. In thisarticle I examine a new kind of approach to publicparticipation through two analytical concepts:David Guston’s boundary organization and ClarkMiller’s hybrid management. My aim is to open updiscussion on the potential of the new kinds ofspaces for cooperation, and to consider what kindof possibilities these concepts offer for the analysisof Finnish planning processes.
