摘要：En el presente artículo se sostiene la hipótesis que un conjunto numeroso de medidas y acciones específicas coherentemente relacionadas en tópicos sensibles del fenómeno habitacional de sostenida y gradual aplicación, aun dentro de contextos limitados e invariables, permite variar satisfactoriamente los resultados en la Vivienda Social, produciendo efectos mayores de los que se podrían lograr mediante la introducción de grandes cambios en los niveles generales del contexto que históricamente se han demostrado muy difíciles de realizar. Propone mejorar los resultados de la acción en vivienda social mediante un manejo más adecuado de los componentes del proceso habitacional y da a conocer los supuestos en los que se basa esta hipótesis y la metodología empleada. Ilustra los conceptos planteados usando como ejemplo el plan trienal de la Cámara Chilena de la Construcción presentado en 1983.
其他摘要：This paper presents the hypothesis that a number of measures and specific actions coherently related to topics dealing with the housing phenomena and which are consistently and gradually applied even within limited and invariable contexts, allow to satisfactorily vary results in social housing, producing higher effects than the ones which could be achieved through the introduction of big changes at a general level in a context which has historically proved very difficult for carrying them out. The paper proposes the improvement of the results in social housing actions through a better management of the housing process components, it also presents the assumptions this hypothesis is based upon as well as the methodology used. It illustrates the concepts presented using as an example the three year plan of the Camara Chilena de la Costrucción (Chilean Construction Chamber) introduced in 1983.
