摘要：Developing learning material with a local dimension in citizenship and Pancasila education at elementary school.The purpose of the research was to develop a learning material model based on character education and local dimension elementary school in citizenship and Pancasila education.The development research method used 4 phases: (1) pre-elementary study, (2) developing a draft of the model, (3) tryout of an original product, (4) socialization and implementation of a final product and recommendations.Results: Teachers’ competency in developing learning material based on local character education, almost teachers had developed syllabus and learning program plan, while the problem that was emerged: largely teachers were not developing basic competency consistent with students’ need and environment, (2) almost teachers had not included learning method with character base.
