摘要：Ardılı olan tüm medeniyetlere ve dünyanın geri kalanına ilham veren antik uygarlıklardan itibaren, kent olgusu sosyal ve toplumsal yaşamın temel kavramlarından biri olagelmiştir. Hatta Yakın Doğu, Anadolu ve Grek medeniyetlerinde kentler uygarlığın temeli olarak kabul edilmiştir. Özellikle Endüstri Devriminin ardından yaşanan ve domino etkisi ile yaşamın tüm alanlarını etkileyen gelişmeler, kent ve insan ilişkisini daha önce deneyimlenmeyen bir noktaya taşımıştır. Geride kalan yüzyılın ikinci yarısı ile birlikte kentler karmaşık ve dinamik sistemlere dönüşmeye başlamıştır. Son elli yıldır Türkiye'nin de en önemli gündem maddelerinden biri kent ve kentlileşmedir. Farklı disiplinler tarafından farklı bakış açıları ile sürekli ele alınan, doğruları ve yanlışları ile birlikte sorgulanmaya çalışılan ve dünyada çok rastlanılmayan bir biçimde ulusal temel istihdam alanlarından biri haline gelen kent ve kentleşme serüvenimizin son baş aktörü ise kentsel dönüşümdür. Aslında kent odağında ekonomik, çevresel, toplumsal ve sosyolojik değişimin bir ifadesi olan kentsel dönüşümde olmazsa olmaz unsurlardan biri de sosyal ve kültürel donatı alanlarıdır. Oysa ülkemizin tüm bölgelerinde hemen her demografik özellikten insanın ilgisine mazhar olan kentsel dönüşümün bu yanı neredeyse hiç bilinmemekte, bilinse de dile getirilmemektedir. Bu çalışmada; en yalın Türkiye gerçeklerinden biri olan kentsel dönüşümün sosyal ve kültürel mekân olma özelliği ile bilgi merkezleri dünyası açısından ne anlama geldiği, bu bağlamda bilgi merkezleri dünyasını bekleyen olası riskler ve fırsatlar ortaya konarak, konuya ilişkin farkındalık yaratılması amaçlanmıştır. Betimleme yöntemi ile yürütülen çalışmada elde edilen bulgular günümüze kadar ülkemizde kentsel dönüşüm uygulamalarında sosyal ve kültürel donatı alanı olarak bilgi merkezlerinin hiçbir merciinin aklına gelmediğini, bu konuda bilgi merkezleri dünyasının paydaşları da dâhil bütün kurumlarda bir bilgi ve bilinç eksikliği olduğunu göstermiştir. Çalışma, yeni nesil kentleşme olarak da ifade edilebilecek kentsel dönüşümde bilgi merkezlerinin yerinin kurulmasına dikkat çektiği ve öncülük ettiği ölçüde amacına ulaşmış olacaktır.
其他摘要：The phenomenon of the urban has been one of the basic concepts of social life from the ancient civilizations that inspired all civilizations and the rest of the world. Moreover, cities were accepted as the foundation of civilization in the Near East, Anatolia and Greek civilizations. The developments that affected all areas of life by the domino effect and after the Industrial Revolution have carried the relationship between city and human to a point that has not been experienced before. With the second half of the remaining century, cities have begun to turn into complex and dynamic system. One of the most important current items is city and urbanization during the last fifty years in Turkey. Urban transformation is the last essential actor of our city and urbanization adventure, which has been constantly addressed by different disciplines within the different perspectives, tried to be questioned considering the truths and mistakes, and which has become one of the main national employment areas in the world. In fact, one of the necessary elements in the urban transformation, which is an expression of economic, environmental, social and sociological change in the city, is both social and cultural reinforcement areas. However, this aspect of the urban transformation, which has attracted the attention of people from almost all demographics in all regions of our country, is almost never known, but it is not mentioned even if it is known. In this study; it is aimed to raise awareness on the issue what is the meaning of urban transformation that is one of the simplest Turkey' realities for the world by considering the social and cultural space is characterized with the information centers. In this context, the potential risks and opportunities in the information centers have been revealed. The findings of the study carried out with the description method have showed that any authority has not reminded the information centers as both social and cultural reinforcement in the urban transformation fields in our country; in this regard, it has revealed that all institutions including stakeholders in the world about the information centers have the lack of knowledge and consciousness. The study will be reached its aim to the extent that it pioneers for the establishment of information centers in urban transformation that can be described as new generation urbanization.
