摘要：In the development of national law must be supported by certain means and methods, raw, and standards that bind all authorized institutions that make laws. Law. 12 Year 2011 on the establishment of legislation is the only guide in the formation of legislation in Indonesia. However, the Act was also raises problems of law, both at the level of the rules as well as at the level of praxis. Therefore we need a solution in the form of new regulation and changes of the rules themselves.
