摘要：La reforma constitucional del artículo 135 de la Constitución, operada en septiembre de 2011 para introducir la estabilidad presupuestaria y la sostenibilidad financiera como principios fundamentales de nuestro ordenamiento, supuso un cambio de importancia trascendental en nuestro ordenamiento jurídico. Su implantación, consecuencia directa de la gravedad de la crisis económica y de la Unión Europea, fue objeto de una fuerte controversia jurídica a causa tanto de la celeridad con la que se tramitó, como por el motivo del que traía causa. Su incidencia e importancia es analizada en este artículo, estudiando sus causas, tramitación y necesidad.
