摘要：O Conselho Regional de Desportos (CRD) do Rio Grande do Sul foi instalado na capital do Estado, Porto Alegre, no princípio da década de 1940. A implantação do CRD/RS é decorrente da promulgação do Decreto-Lei nº 3.199, de 14 de abril de 1941, que instituiu o Conselho Nacional de Desportos (CND) e os Conselhos Regionais de Desportos nos estados brasileiros. A pesquisa tem como objetivo reconstruir o período de fundação do Conselho Regional de Desportos do Rio Grande do Sul, instalado na capital do Estado. Para tanto, foi realizada uma pesquisa em fontes impressas no arquivo do CRD-RS, em livros sobre legislação desportiva, no livro comemorativo e na fichamodelo do alvará. A documentação analisada revelou que o CRD-RS está entre os primeiros conselhos regionais criados no Brasil, mas, no princípio, enfrentou dificuldades para agir na fiscalização dos clubes. Gradualmente, foi se afirmando no cenário desportivo e teve uma atuação expressiva na regulamentação das práticas desportivas clubísticas. O CRD-RS permaneceu em atividade por muitas décadas, mesmo após a promulgação da Lei n° 8.672 de seis de julho de 1993, que extinguiu o CND e, conseguintemente, as atividades dos Conselhos Regionais de Desportos nos estados. Houve o enfraquecimento da atuação do CRD-RS, mas sua manutenção representa, de certa forma, a resistência de dirigentes desportivos.
其他摘要：Regional Sports Council (RSC) of Rio Grande do Sul was installed in the capital of this state, Porto Alegre, in the early 1940’s. The RSC/RS implantation is current of the promulgation of the Decree-Law n° 3.199, of April 14th, 1941, which instituted the National Sports Council (NSC) and the Regional Sports Councils in the Brazilian states. The aim of this research is to reconstruct the period of foundation of RSC-RS, installed in the capital of Rio Grande do Sul state. Intending so, a research was carried out in printed sources in the RSC-RS’s archive, in books about sportive legislation, in the commemorative book and in the model card of the charter. The analyzed documentation revealed that RSC-RS is among the first regional councils created in Brazil, but it has faced difficulties to act in the control of the clubs in the beginning. RSC-RS was gradually affirming itself in the sportive scenery and had an expressive actuation in the regulation of the sportive practices of the clubs. RSC–RS remained in activity for many decades, even after the promulgation of the law n° 8.672, of July 6th, 1993, that has extinct NSC and, consecutively, has also closed activities of the Regional Sports Councils in the Brazilian states. There was a weakness of the RSC-RS actuation along with the sportive clubs, but its maintenance represents, in a way, the resistance of the sportive directors.
