摘要：El artículo comprende una sistematización teórica de los principales presupuestos conceptuales en torno a la noción de acceso a Internet. Esta constituye un área de reducidas aproximaciones desde las Ciencias Sociales, ante la necesidad emergente de implementar políticas de este tipo, es decir la producción teórica ha estado mediada por la urgencia de poner en práctica el acceso. Nos asistimos de varias dimensiones: económica, educativa, jurídica y política para abarcar la categoría en cuestión. El análisis se esboza a partir del reconocimiento de la doble condición de la tecnología –instrumental y simbólica-, particularmente de Internet. Asimismo, se distinguen los nexos entre las nociones de acceso a Internet y acceso a la información, como proceso más abarcador y complejo. El acceso a Internet constituye una herramienta indispensable para concretar una gama importante de derechos y acelerar el desarrollo y progreso humanos. ABSTRACT The article comprises a theoretical systematization of the main conceptual assumptions about the notion of access to the Internet. This is an area of low approaches from the social sciences given the emerging need to implement policies of this type, i.e. the theoretical production has been mediated by the urgency to implement access. We used several dimensions: economic, educational, legal and political to cover the category concerned. The analysis is outlined from the recognition of the double condition of the technology -instrumental and symbolic-, particularly of the Internet. Also, the links between the notions of Internet access and access to information, as more comprehensive and complex process, are distinguished. Internet access is an indispensable tool to realize a significant range of rights and accelerate development and human progress.
