摘要：L’imponente processo di ricostruzione che si sta avviando nell’Appennino Centrale per tentare di arginare la devastazione provocata dal sisma del 2016 impone una riflessione più ampia sul ruolo dei beni storici nel loro rapporto vitale con il contesto territoriale e socio-economico in cui ricadono. È difficile programmare la rinascita dei diversi centri danneggiati dal sisma concependola come mera addizione di tanti singoli interventi edilizi di recupero. Le recenti ordinanze emanate dal Commissario del Governo per la Ricostruzione, pur nella ferma determinazione di accelerare ogni attività finalizzata alla ricostruzione – agendo sui criteri per la progettazione e sulla macchina amministrativa che gestirà i processi per l’approvazione e l’esecuzione delle opere – contengono in nuce gli stimoli necessari per costruire le visioni capaci di andare oltre l’emergenza.
其他摘要：The massive reconstruction process being initiated in the Central Apennines to control the devastation caused by the earthquake in 2016 forces a wider reflection on the role of historical goods in their vital relationship with the territorial and socio-economic context in which they lie. It is difficult to plan the rebirth of the different towns damaged by the earthquake when viewing it as the mere sum of so many individual building interventions for recovery. The legitimate concern of responding immediately to an entire Apennine civilization that found itself without a home or place of work in a matter of just a few hours should not promote action without thinking, presuming that reflecting on the future of these towns can become a “waste of time”, in a situation that is so urgent and dramatic. The recent ordinances issued by the Commissario del Governo per la Ricostruzione [Government Commissioner for Reconstruction], while in the fixed determination to accelerate any activity aimed at reconstruction (acting on criteria for planning and the administrative machine that will manage processes to approve and carry out the work), contain, in a nutshell, the necessary stimulus to build visions capable of moving past the emergency.
