摘要：El objetivo de la investigación consistió en analizar el papel de las políticas públicas de emprendimiento e innovación del Municipio de Medellín entre 2004-2011. El caso de estudio fue la Universidad de Antioquia. La metodología tomó elementos del interaccionismo simbólico para la recolección y el análisis de datos fundamentados en conceptos, categorías, preguntas y comparaciones. Este artículo es producto del proyecto y muestra de forma descriptiva cómo las universidades son un actor líder en el sistema de investigación colombiano, de tal forma que deben potenciar la capacidad para dirigir y controlar los cambios conforme sus propios escenarios, con base en políticas, normatividad, nichos, alianzas y formas asociativas entre diferentes actores. Esto converge en su interacción con el discurso de la tercera misión universitaria.
其他摘要：The aim of this research was to analyze the roll of the entrepreneurship and innovation Public Policies of Medellín between 2004 and 2011, and the caso of study was the University of Antioquia. The method took elements of the symbolic interactionism for the gathering and analysis of data funded on concepts, categories and questions and comparisons. This paper is product of the Project, and portrays in a descriptive way how the Universities are leader actors in the Colombian investigation system, in such way that those must strengthen the capacity to rule and control the chances according to their own scenarios, based on policies, laws, niches, alliances and associative figures between different actors. This converges in their interaction with the discourse of the third university mission.
