摘要：Tenemos por objetivo analizar el proceso de construcción del campo del patrimonio inmaterial a través de la relación entre las políticas culturales brasileñas y los marcos legales internacionales que refuerzan un camino de valorización de la identidad como herramienta de articulación de derechos. A partir de un recorrido histórico, observamos cómo la política de patrimonio inmaterial ha permitido la ampliación de la participación de diferentes agentes y, consecuentemente, la ampliación, también, de los derechos culturales. Sin embargo, percibimos que, en el marco de la política de patrimonio material, ese aspecto no se observa en la misma medida, reflejando límites a los avances de las acciones públicas de patrimonialización, que se ven impregnadas por limitaciones a la efectividad de la ciudadanía cultural.
其他摘要：We aim to analyze the process of construction of the field of intangible heritage through the relationship between Brazilian cultural policies and international legal frameworks that reinforce a path of valuing identity as a tool for articulating rights. From a historical perspective, we observed how the intangible heritage policy meant a greater expansion of the participation of different agents and, consequently, an increase in cultural rights. However, in the context of material wealth policy, this aspect is not observed to the same extent, reflecting limits to the advances of public patrimonialisation actions, permeated by constraints to the realization of cultural citizenship.
