摘要:В статті розглядаються результати аналізу демографічних та майнових характеристик голів об’єднаних територіальних громад на прикладі деяких східних областей України. Стверджується, що переважна більшість голів ОТГ були обрані зі складу колишніх голів сільських та селищних рад і інших керівників органів місцевої влади. Робиться висновок, що у процесі децентралізації оновлення влади в сільських громадах не відбулося і місцева еліта завдяки виборам в ОТГ закріпила свої керівні позиції.
其他摘要:The article deals with the results of the demographic and property characteristics analysis of the heads of the united territorial communities on the example of some eastern regions of Ukraine. On the eve of land reform, the land issue is most interesting for village researchers. In this regard, when considering the personality of the chairman of the united territorial community, it is first necessary to examine the extent of his ownership of the land. In modern conditions, this can be done through open-source declarations. We have analyzed the declarations made by the chairman of an OTG in one of the eastern oblasts regarding land tenure and wages. To date, the declarations of 34 CTA heads of this field, elected in 2016, are published on the Internet. The volume of land ownership in the heads of ATS can be divided into several groups. The first group consists of heads who own very little land - no more than one hectare. There are almost a quarter of them in this area - 23%. A little more land, measuring 2.2 - 2.5 hectares, has 9% of heads. These two groups can be grouped into a group of heads with a relatively small amount of land ownership, accounting for almost a third (32%) of all the heads of the region’s ATS. The next group of UGF heads owns and owns 5-7.5 hectares of land in their property and property.It is alleged that the vast majority of UGT chairmen were elected from the former heads of village and town councils and other heads of local authorities. The social portrait of the head of the united community has the following common features: “self-nominated, non-partisan, with higher education, worked as a village (town or city) mayor before his election, resides in the central settlement of the UGC, ages 51 to 60” .
