摘要：A existência dos indivíduos somente pode ser explicada se realizada em sociedade. A harmonia e o equilíbrio comunitário podem ser alcançados com a paz, ausência de guerra e regulação da violência por intermédio do direito. A Constituição do Estado apresenta-se como a peça mais celebrada para disciplinar a administração da força estatal: uma linguagem voltada para a paz. A Lei Suprema fundamenta o Estado e com suas regras estimula um controle responsável da paz. Assim, a Constituição desenvolve um papel decisivo como norma processual: alcançar e consolidar a paz relativa de uma comunidade. A procura da paz constitui o bem mais apreciado numa comunidade, porque mantêm coesos a todos seus cidadãos. Neste sentido, chama-se “constitucionalismo cidadão” ao processo que, com ativa participação, inclui a todos os cidadãos de uma comunidade dentro do tipo “Estado constitucional”, que, com respeito e diligência, definem a orientação para a paz relativa. Alcançada essa, a desigualdade crescente e injusta que apresenta-se como um flagelo, com capacidade suficiente para afetar a paz social obtida, devem ser resolvidas.
其他摘要：Individuals exist and live their lives in society. Community balance and harmony can only be achieved in peace, i.e. in the absence of war and regulating violence with the law. The constitution of the State is the most celebrated piece to regulate the administration of state force—a language for peace. The highest law is the basis of the State and its rules establish a responsible control of peace. Constitutions play a decisive role as a procedural rule, as they attain and consolidate relative peace in a given community. Peace as an objective is the most valuable good in a community, as it guides all its citizens. The author labels citizen constitutionalism the process whereby all citizens in a constitutional State aim for relative peace. Once relative peace is attained, growing and unfair inequality becomes a disaster which may disrupt the social peace achieved, and this is something that must be addressed.
