En Mozambique, el debate sobre las cuestiones de la tierra y la agricultura es poco masividad, hasta ahora, en los 41 años de la independencia sigue siendo incapaz de pasar de las palabras a la práctica en la importancia que evoca para la agricultura. El descuido de los problemas agrícolas y la agricultura es paradójica, teniendo en cuenta muchos factores, incluyendo el número de personas que su supervivencia está estrechamente relacionada con la agricultura, la contribución de la agricultura en el producto interno bruto, etc. De hecho, los datos más recientes estiman que alrededor de 3.826.913 personas que tienen como su principal ocupación la producción agrícola de pequeña escala. La falta de inclusión en el debate sobre estas cuestiones pone al gobierno para establecer planes que no cumplen con la demanda interna, especialmente en lo que respecta a la satisfacción de las necesidades de alimentos, la disponibilidad de materias primas, la reducción de la dependencia externa en el suministro de mano de obra asalariada. Mozambiqueños siguen al margen de su programa de desarrollo, anclados en la inversión extranjera en la minería, el turismo y la agroindustria. El gobierno promueve la entrada de capitales internacionales que necesitan grandes extensiones de tierra para dar cabida a sus intereses.
