其他摘要：doi: 10.12957/geouerj.2017.32060 This paper present a series of research findings about the main concerns and agents engaged in the debate in public security community councils in Rio de Janeiro state. Using as a source the minutes of the meetings that have taken place between 2005 and 2012, the analysis is focused in comprehending the dynamics that hold those councils functioning, known as important tools in the adoption of a territorial approach in the public security filed and in the convergence between local agents and police authorities.
