摘要：El propósito de este trabajo es explorar los conflictos o crisis metropolitanos en los gobiernos locales y la nueva importancia que estos adquieren. El autor se propone estudiar, asimismo, lo vínculos entre el fenómeno de la declinación del régimen político mexicano y el nacimiento de las ciudades como fenómeno explosivo, particularmente en el caso de la metrópoli de México, que modifico, según la hipótesis principal, las relaciones entre partidos, organizaciones y gobierno.
