摘要：El presente artículo se propone analizar la política exterior desarrollada por el gobierno de Carlos Menem en el contexto de excepcionalidad que supuso la crisis hiperinflacionaria y el fin de la guerra fría a comienzos de la década de 1990.En este sentido, se busca rastrear de qué forma las ideas de refundación y excepcionalidad -que atravesaron la estrategia neodecisionista desplegada por el gobierno de Menem- también estuvieron presentes en los fundamentos de la política exterior de aquellos años.Profundizando el análisis, el artículo se focaliza en la relación con los Estados Unidos y en la política argentina frente al Mercosur en tanto indicadores clave del presunto reencauzamiento del país a la senda de la normalidad.
其他摘要：This paper intends to analyze the foreign policy developed by the government of Carlos Menem in the exceptional context experienced due to the hyperinflationary crisis and the end of the cold war at the beginning of the 1990s. In this respect, the article seeks to find the ways in which the ideas of ‘reestablishment’ and exceptionality -that crossed the neodecisionism strategy deployed by Menem’s administration- were also present in the basis of the foreign policy of those years. Furthering the analysis, the article focuses on the relationship with the United States and the Argentine policy towards Mercosur as both key indicators of the alleged re-orientation of the country into the path of normality.
