摘要：Este trabajo parte de la sistematización teórica y empírica que muestra la necesidad de investigar cómo ha evolucionado y qué factores han condicionado el comportamiento de la dirección del trabajo metodológico en el nivel municipal de educación. Se abordan los presupuestos básicos de la dirección educacional, que sirven de referentes para el análisis de las relaciones de los niveles organizativos funcionales del trabajo metodológico. El estudio se desarrolla en el período 1959-2017, se parte de 1959 por constituir un hito importante en la concepción del sistema educativo cubano. Cuando triunfa la Revolución existían dos concepciones de la Educación, en la práctica educacional cubana, por una parte el abandonado sistema nacional de educación, esencialmente pragmático, totalmente incongruente y por la otra las aspiraciones del Gobierno Revolucionario, que habían fraguado en la lucha revolucionaria entre 1953 y 1959.
其他摘要：This work leaves from the theoretical and empiric systematizing that shows the necessity to
investigate how it has evolved and what factors they have conditioned the behavior of the
methodological work direction in the education municipal level. The basic budgets of the
educational are approached that serve of referents for the analysis of the relationships of the
organizational functional levels of the methodological work. The study is carried out in the period
1959-2017, starting in 1959 as an important milestone in the conception of the Cuban educational
system. When the Revolution triumphed there were two conceptions of Education, in Cuban
educational practice, on the one hand the abandoned national education system, essentially
pragmatic, totally incongruous and on the other the aspirations of the Revolutionary Government,
which had been forged in the revolutionary struggle between 1953 and 1959.
