摘要：La actuación de los sindicatos españoles CC.OO. y UGT ante el fenómeno de la inmigración y con los inmigrantes ha sido temprana, constante y positiva en defensa de la igualdad de trato en el trabajo y en la sociedad. Esta posición ha venido alentada, además de por la conveniencia de defender la coherencia de las relaciones laborales, por un sentido de solidaridad. En la actuación de los sindicatos españoles ante la inmigración se pueden diferenciar cuatro grandes ámbitos: 1. La atención individualizada a los inmigrantes por parte de los sindicatos: Los sindicatos CC.OO. y UGT han hecho un gran esfuerzo organizativo con la creación de las redes de CITEs y Centros-Guía respectivamente. Estos organismos se están mostrando como piezas fundamentales, junto con otras redes privadas no sindicales de atención a los inmigrantes, en el proceso de normalización de la inmigración en España;2. Las posiciones sindicales ante las políticas que inciden en la inserción de los inmigrantes en el mercado de trabajo;3. Las actuaciones sindicales en los mercados de trabajo donde se insertan los inmigrantes, y4. Los sindicatos como empleadores de inmigrantes y la participación de los inmigrantes en los sindicatos. Una aportación fundamental de los sindicatos en el tema de la inmigración (que comparten con otras ONGs) ha sido la asunción de la preocupación por los problemas específicos de los inmigrantes como una tarea sindical prioritaria. Estas actividades y posicionamientos cumplen una importante función «anticipatoria»: preparar a la opinión pública en general y el mundo del trabajo en particular contra la xenofobia y el racismo.
其他摘要：The activity of the Spanish labour unions CC.OO and UGT in the presence of the phenomenon of immigration and with immigrants, started early and since then has been constant and positive in the defence of an equal treatment at work and in society at large. This position has been encouraged by a feeling of solidarity, as well as by the advisabitity of defending the coherence of labour relations. In the activity of the spanish labour unions in the face of immigration four large spheres can be distingued: 1. The individualized attention to immigrants on the part of the labour unions’: CC.OO. and UGT have both made a big organizational effort with the creation of the networks of CITES and Guiding Centres respectively. These organisms have shown themselves to be key parts, together with other private networks of attention to immigrants, in the process of nomalization of immgration in Spain; 2. The labour unions’ positions in respect of the policies which impinge on the insertion of immigrants on the labour market; 3. The actions of the labour unions in the labour markets in which the immigrants are insertd, and 4. The labour unions as employers of immigrantsand immigrants’ participation in the labour unions.A mayor contribution of labour unions to the issue of immigration (which they share with other NGOs) has been the adoption of the concern for the specific problems of the immigrants as one of their main tasks. These actions and adoption of positions fulfill an important «anticipating» function: that of preparing public opinion in general and the context of labour in particular against racism and xenophobia.
