摘要：Purpose – This paper proposes an approach based on neo-institutionalism to assist regulations systematization activity. Methodology/approach/design – Interdisciplinary bibliographic research in Philosophy of Language, Information Science and Law. Findings – The neo-institutionalism, mainly in the form proposed by Dick Ruiter, offers a conceptual framework that can assist in systematizing regulations. Practical implications – This article proposes an approach to the systematization of regulations that, despite its importance to the simplification of the legal system and to the legal certainty, has not been executed as required by law. Originality/value – The originality of the proposed approach lies in the combination of concepts and theories from Philosophy of Language, Information Science and Law, as a way to deal with the problem of regulations systematization.↓Propósito – Propor uma abordagem baseada no neo-institucionalismo para auxiliar a atividade de sistematização de normas regulatórias. Metodologia/abordagem/design – Pesquisa bibliográfica interdisciplinar nas áreas de Filosofia da Linguagem, Ciência da Informação e Direito. Resultados – O neo-institucionalismo, principalmente da forma proposta por Dick Ruiter, oferece um arcabouço conceitual que pode auxiliar na atividade de sistematização de normas jurídicas. Implicações práticas – A presente pesquisa propõe uma abordagem para a atividade de sistematização de normas que, apesar da sua importância para a simplificação do ordenamento jurídico e para a segurança jurídica, não tem sido exercida como requerida em lei. Originalidade/relevância do texto – A originalidade da proposta reside na combinação de conceitos e teorias provenientes da Filosofia da Linguagem, da Ciência da Informação e do Direito como forma de tratar o problema de sistematização de normas.
